By granting all homeless US citizens one share of ownership in the city of Detroit as long as they are prepared to reside within the city limits of Detroit and further shares of ownership in the city of Detroit by working in the employ of the city, these citizens will be give the opportunity to rebuild their lives and the Detroit city economy.
