Each and every citizen pays little to nothing towards individual issues via taxes...a few cents to fix a road, a few cents to cover imprisonment of dangerous criminals, etc. If it was simpler to choose on our tax return to pay any amount towards any issue of our choosing, we could use those payments as a tax windfall to the rest. Everybody keeps paying approximately the same in taxes overall by paying extra on the issues that matter to them personally. Having it on the tax return makes it quick and simple for obvious reasons.
