We should not continue the current system of always putting the needs and rights of the biological parents first. ... It's time we all recognize that some families simply cannot and should not be kept together. It is time we put the needs and rights of the child first. All children need and have the right to be cared for, loved and above all protected.
This is why I propose an amendment to The Adoption and Safe Families Act (ASFA) that would allow states to terminate parental rights on cases involving a child that has re-entered the foster care system for a second time and the second time has been due to sexual and/or physical abuse.
I believe everyone deserves a second chance, but I don't believe they deserve a third and forth chance when the life of a child is being risked.
