give parents that pay child support the right to a passport if they are not a flight risk..

If a parent owes back support but is currently paying it back on a plan, the government should allow a passport to be issued. It is not fair that the parent getting the money can travel but the one paying it to them can not. It is not fair if the other moved on and has a new family and want to travel with them
