Give power back to the citizens by establishing a Citizen Inquiry Board (CIB)

I find myself looking back at current and past events, questioning if any government can be trusted if its actions are not reviewed and scrutinized by its citizens. I feel it is our duty as citizens to question if the government is acting in our best interest. Unlike the rights of its citizens, innocent until proven guilty, the government should have to supply all the facts that lead to an event or action. I do understand the need to prevent panic and the brake down of society. After the fact, (72 hours) full disclosure should be the policy.
The solution to the mistrust, I feel, is simple. When a crime is committed we take 12 citizens and place them as a jury to decide guilt or innocents within the confines of the laws already established. This simple act of giving power back to the men
