Congress passes Bills (laws) to govern the land.
It is a common practice in Congress to add unrelated Bills for less popular laws to Bills that are popular and are sure to be enacted into law by the Congress and signed by the President. The less popular Bills most likely would not be passed by Congress on their own merit.Their only hope for enactment is to be attached a more popular Bill that is sure to be passed and enacted into law.
The President deserves the privilige to be able to veto each individual Bill in its entirety or by line item veto. Each Bill should stand on its own merit.
