Give priority for donated organs to those who were organ donors before their diagnosis.

Please study creating a new national organ recipient database for those needing organs who were, two years prior to their diagnosis, already organ donors themselves. This database should receive priority in organ donations. The effect will be to dramatically increase organ donations, effectively serving even the 100,000 people currently on the waiting list.
