Give the Priority to the US citizens international medical graduate at the medical residency ranking system (NRMP) over other countries citizens international medical graduate to avoid favoritism caused by the residency program director . most of the J-1 visa holder or other MD that require H-1 visa sponsorship apply to the program which is the directors share the same ethnic background with them and they get matched over US citizens. those tax payer citizens deserve it and it is unfair to destroy a citizen future and prevent them from living the American dream
