Give retired military an open period to transfer GI Bill to family members so they can afford education for their kids.

Allowing an open period for retired military to transfer there G.i. Bill to there childred would be a big plus for those who have chilren in college. As a retired military member it's tough to assist my kids with two in college and would love the opportunity to be able to transfer my G.I. Bill to them. I'm sure there are alot of retired military in the same boat and some do not have the ability to send there kids to college at all.
