The prison system is apart of the deficit and it is a vicious cycle to recidivism "especially" with career offenders. Congress reached a decision that the drug sentencing guidelines were to harsh, yet the career offenders are enhanced 8 levels using crimes that were committed prior to that on a state level, then they are not eligible for any sentence reduction due to the career offender status and when that sentence is almost reached, they are unable to get into the proper drug programs and reentry halfway homes prior to re entering society due to the same charges that were used to enhance their sentence 8 levels. It should be a bill passed to eliminate any further punishment for those prior crimes that were used to enhance the sentence 8 levels.They need rehabilitation not more jail time
