Give the states two choices, to be voted on by the people of that state: strict gun control, open carry with permit.

We the people, would like a grace period of 4 years, or one presidential term, to have the choice between two ideals.
Give the choice of stricter gun laws, or looser gun laws that allow (only the people able to obtain a gun license) to obtain a gun more easily(I know some think this might make it easier for criminals as well, but criminals don't follow laws anyways, they will always have guns) so that they might defend themselves and the ones around them. Allow all states to vote on the subject, giving both these choices. Do this for 4 years, do studies on the death rates of the states that choose stricter gun control, versus those who chose looser gun control. After the 4 years, allow the people as a whole to make a final decision based on the UNBIASED RESULTS of the studies done.
