Give Tax credit for interest free loans to small businesses.

Businesses and wealthy people should be offered a non refundable tax credit for loans they make to small businesses or people for business, The loan should be interest free and without any non monetary benefit to the lender for it to qualify for the credit. In the later years as the loan is paid back to lender the amount should be reported for tax purpose. These loans should be issued only to small businesses and people who want to start a business but the money should be loaned to actual people not LLC i.e a person should be liable for the loan and not the business.
