Pets are an integral part of our culture and very often influential in a family's life. Many pets are the only companion some people have, especially disabled persons. If the government were to give a tax credit to landlords who allowed domestic pets in their apartment houses, maybe more animals would find homes instead of dying at a shelter or being abandoned. I also think the penalty for abusing an animal should be stricter if it's severe abuse, like starvation or inflicting injury.
