Give those wanting to secede from the Union a few specific states, and allow them their own Government.

We do not need, or want, a civil war. If there are enough people wanting to secede, then work with them to allow them a few specific states to secede from the Union and start their own Government peacefully. Also allow those wishing to stay in the Union to move to non-seceding states, and those wanting to leave the Union to move to those states which are seceding.
