Give US Citizen the ability to upgrade I-129F Petitions to I-130 Petitions.

It took the immigration department From October 12th of 2012 until now to deny my I-129 K-1 Fiancee visa application. The reason for the denial, we decided to go ahead and get married so therefore she is no longer my fiancee. When I call in January of 2013 to inform them we had gotten married I was told that the application would be change for a K-i to K-3 once it reached the Chinese consulate. Now I am told that this is not the case and I must start the process all over, but with an I-130 K-3 Spouse visa application form. IF I have been told this when I initially called I would have don't this over a year ago. I do not understand why a I-129F cannot be changed over to an I-130, or to allow the I-129F to be processed. With a Fiancee visa we are required to be married withing 90-days anyway
