give voting rights to our American Territories. They fight in our armies and live on American soil. They deserve this.

Puerto Rico,Guam,U.S. Virgin Islands,American Samoa,Northern Mariana Islands.All of these territories are govern by the U.S.A but do not have Equal voting rights, even though they are American citizens. 4.1 million people live within these territories and 98.4% of them are racial or ethnic minorities. In 1901 a supreme judge ruled they couldn't have voting rights because they were inhabited by 'alien races' that wouldn't be able to understand 'Anglo-Saxon Principles' (basically how our laws are in English). This ruling was made by the one and only Justice, Henry Billings Brown who also wrote the famous 'Separate but Equal," decision in the civil rights case, "Plessy v.s Ferguson". They are Americans with no rights and we need to change that. Most serve in our army.
