Give workers Sunday off.

People who do the reconstruction of the roads or buildings should be given Sunday off, to spend time with their families or go to church. In the Bible when God was creating the world, on the seventh day He rested and said," It is good," and He called this day the Sabbath day. No one should have to work on this day, they should have their own day of rest. The workers could also spend time with their families, they may never get to see them. Everybody should be given the opportunity to spend time with their families and if they have kids, they want to be there for them.
