One of American society's biggest sociological problems is immaturity regarding alcohol. This immaturity is caused by the delinquency required of minors who want to drink alcohol in a mature manner. European late-teenagers do not have the same problems with alcohol that American late-teenagers have, because their alcohol laws are more lax and trusting.
We propose a law allowing 19-year-olds to drink a single alcoholic beverage while having dinner at a restaurant. The time between a person's 19th and 20th birthdays will act as a transition period, so that they can develop a responsible relationship with alcohol, rather than blowing their vital college years getting wasted at bars three nights a week.
