Direct the US mint to produce a platinum coin with a value of one zillion dollars. Put POTUS face on the obverse and a smiley face on the reverse. Notify all inhabitants of US, legal and otherwise, that happy days are here again and they should quit working if they have not already done so.
The Germans did this in the 1920's but it didn't work because they stupidly used paper. Thanks to Paul Krugman for fixing that little oversight.
This also solves the horrible gun problem. Henceforth, no guns will be sold in America because nobody will take smiley face money for a gun.
