Government Agency Budget Surplus Roll Over Plan

Currently government agencies strive to spend all the funding by the end of the year. They fear that if they do not spend all the allocated funds their budget will be cut the next year.

Congress should pass a bill allowing government agencies to roll over any surplus of funding without penalty of having their budgets cut the next year.

This will prevent wasteful gorge type spending.
