Senators and congressmen who accept campaign donations must identify the sources of the donations when speaking on an issue directly related to the speech. Since the majority of citizens do not look up where each elected official receives the donations they must either mention the fact they have received money from a specific lobby in the speech or have some sort of visual cue showing who has donated to them, in order to reduce the influence of special interest
If a congressmen tries to pass or veto a law on domestic drilling for example, they must say when introducing the law if they have accepted money from the oil industry. You would not listen to a senator on gun reform if they had a NASCAR style uniform and the NRA logo was in the middle of their chest.
