Any member of any government agency, local to federeal will be considered "under oath" when speaking from behind an official seal such as "The White House" or "The Speaker of the House" or even the Hamilton County Sheriff's Department. If they are speaking in an official capacity they are obliged to tell the truth under penalty of perjury.
