Grandparents Parental Rights when caring for children with parents consent to fight CPS in dependency case and all cases

To empower Grandparents with Constitutionally protected Parental Rights when caring for there Grandchildren when the Parents or CPS place the children in there care without Court intervention, as long as there is a properly executed Delegation of Parental Powers.
Allow Parents to keep there residual rights and giving the Grandparents temporary Parental Rights as long as the Delegation was in effect.
Causing CPS to have to include the Grandparents as a Party in a Dependency Petition if the children were removed from the Grandparents Home. Giving the Grandparents a right to defend themselves against any accusations made by CPS about them, and the right to a Court appointed Attorney.
Instead of allowing the Court to consider anything CPS alleges about them as Fact.
