Minors of the age 16 and 17 are held to many of the same responsibilities as adults, and they are given many adult-like rights and freedoms. If a minor has enough concern for the government, they should be able to prove their capability and earn the right to vote by passing a United States civics/naturalization exam upon registering in person.
