The 1901 Insular Cases state that because US territories like Guam and American Samoa are "inhabited by alien races" who would not understand "Anglo-Saxon principles," the people these territories do not deserve "a free government under the Constitution."
Guam lends 27% of its land mass to Navy and Air Force bases, and 1 in 8 adult Guamanians is a US veteran-- yet Guamanians have no right to vote for their Commander-In-Chief. American Samoa has the top Army recruiting station in the US, yet residents are denied birthright Citizenship and the right to vote.
5 Samoans have sued the government to change this, but the Obama administration is fighting back by citing the aforementioned Insular Cases. After 114 years of denial, residents of US territories deserve their Constitutional rights.
