The Affordable Care Act of 2010 (a.k.a. "Obamacare") grants added federal funds to all 50 states to set up new health-care programs run on the state level. It also promises that the Department of Health and Human Services can grant waivers so that those states can use some of that money to run their programs independently any way they wish, so long as they are meeting federal goals for accountability, regulations, and fiscal responsibility.
Some states want to set up universal, entirely public health-care programs that cover all state residents. Vermont's governor has already signed a bill to do so by decade's end.
Will the HHS under the Administration grant these waivers? Will it do so in 2017, as the law currently provides, or sooner, as the President has said he would like done?
