My 19 year old Romanian adopted daughter seeks her citizenship. She was adopted at 18 months old and brought to the US. We, her parents, inquired with INS on citizenship papers at age 13 and was told no papers needed because she was adopted by two US parents. Upon her 16th birthday to get drivers license was told we needed proof of citizenship. Immigration (INS) turn her down because of no US birth certificate. After repaying money again to immigration for application after US birth certificate was obtained turn her down again because she has a voters registration card at which she was told it was okay by a local DPS officer when granting drivers license. Please grant my child and any abroad infant adoptee of US parents, citizenship without immigration denials.
