Grant the American people the Power of Referendum on the Federal Level

A referendum is a direct vote in which an entire electorate is asked to either accept or reject a piece of legislation. This may result in the adoption of new law or modification of an existing policy. A form of direct democracy, the process of initiating a referendum by petition is known as a citizen's initiative. This power of referendum must be binding on all organizations operating on the federal level. Any proposal must be approved by a 3/5th majority of the voting body of record, meaning that 3/5th of all voters from the previous federal election must vote together to enact the measure. This power will encompass the ability to directly change policies and laws enacted by the federal governmenment, utilizing the governing authority of Congress and the powers invested therein.
