According to the Declaration of Independence:

This Debt Repayment and Re-organization Plan cancels debt and alters the United States:
1) Hawaii should be ceded to Japan for debt forgiveness.
2) California, Oregon & Washington should be ceded to China for debt forgiveness.
3) The 46 unnamed States should be given the opportunity to join two new sovereign nations, temporarily designated as BLUE and RED.
4) Washington DC could become the new home of the United Nations and future home of the New World Order.
