We the People, Petition the US government to grant any citizen 180 thousand dollars to permanently expatriate from the USA. In addition, we will not return or pay back grant funds unless, or until, the Patriot Act is permanently repealed and the Bill of Rights and Constitution are reinstated as the law of the land.
