Grant US citizens in our Territories (such as Guam, Puerto Rico, Virgin Islands and American Samoa) the same voting rights as citizens in the 50 States. Give each territory 1 Senator and House members equivalent to population numbers in the states. Create appropriate electoral college votes for president using the same rules for states.
