As the Supreme Court has already ruled that constitutionally guaranteed rights must be recognized between states (reference the recent ruling on homosexual marriage in which marriage licenses from one state must be recognized in all other states), this must extend to the 2nd Amendment as well. Carry permit reciprocity must be extended to a person traveling from one state to another. For example, a person from Montana visiting Illinois would have his/her carry permit honored by that state.
This would be on the understanding that the current state statutes regarding use of deadly force would remain the law and that people carrying firearms in a given state will abide by that state's laws regarding firearms carry and use.
