grant full citizenship and voting rights to people in U.S. territories.

It's been 99 years since places such as Guam, American Samoa etc. started becoming US territories. Yet people there do not have the right to vote. The US government is responsible for their lives and liberties, but upholds the outdated policy that justifies exclusion from suffrage by citing the population as an "alien race." Residents of US territories are also blocked from citizenship. Our government claims that to vote is a basic human right; our government claims that it fights for democracy where it's most needed. They don't mention that a large amount of the people they enlist to fight are islanders. About 1/8 of Guam natives are veterans. This is a familiar situation: like black soldiers in 1775 or the victims of Don't Ask, Don't Tell, people who die for us deserve more respect.
