The U.S. Territories (Puerto Rico, Guam, American Somoa, etc.) have some of the highest military veteran concentrations of any state, provide the U.S. military with large portions of land, and yet, these peoples are not even granted the same basic rights because of a document from 1901. These peoples have virtually no representation in congress; they cannot even vote.
