Grant Gov. loans to install solar panals in homes, money made from surplus energy will pay back loans until paid in full

America is hurting due to our jobs going away and the huge costs of energy not to mention we are too dependent on foreign oil. I propose the US Government grant loans to citizens and small business owners to install solar panels that generate electricity for our home and business. In-turn money generally made from surplus solar energy produced and sold back to the electric company would be paid to the US Government until the governement loan is paid in full. After the loan is paided back the money will revert back to the citizens for extra income. This will give the US citizen relief from the enormous costs of affording electricity for our home & businesses, create more jobs to produce & install the solar panels and greatly reduce US dependence on the Middle East.
