Grant Honorary U.S. Citizenship and Associated Protection to the Creature of Loch Ness, a.k.a. "Nessie".

Americans have recently become aware of a great injustice taking place on Scottish soil. In a letter penned in 1938 and kept from the public for over 50 years, the Chief Constable of Inverness-Shire, William Fraser, relates "That there is some strange creature in Loch Ness seems now beyond doubt, but that the Police have any power to protect it is very doubtful". (Doc-ref.NAS HH1/588,p31).
The Declaration of Independence vehemently states "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."
It is with this grave situation that we petition President Barack Obama to grant Honorary United States Citizenship to the creature of Loch Ness.
