grant independence to a US owned deserted island and allow Americans who seeks to secede from the US to emigrate freely.

In response to the many petitions requesting states be allowed to secede from the Union and the fact that the petitioners are only a small minority of the population of each state, this proposal would set up a deserted island free of social, governmental and business infrasructure that any US citizen, who so chooses, to emigrate in order to be freed from the social, governmental and business infrastructure that they find so oppressive. They then would be able to form whatever Utopian governmental and social infrastructure that they desire. This would leave the current infrastructure in place for the citizens of all states.
