Grant land and independence to the remnant Native American peoples in atonement for the genocide committed against them.

In atonement for the murder of Native Americans and the destruction of their cultures--our true national shame--We, The People, as a sign of penitence and shame, would offer true independence for the remnants of the cultures we destroyed--allowing them to establish, if they so wish, their own government and society on their own land. Or, should they so wish, We, the People, would extend a peaceful offer of Statehood in the Union.
