There is a housing crisis that needs to be fixed before this important cornerstone of our economy will rebound. The tax incentives should be extended to middle-class American citizens to help them purchase their FIRST second home. Limit the purchase price to $300,000, require only 7.5% down payment, give a 4% interest rate for 30 years, waive all closing costs and grant a $2000 direct tax reduction for five years. These buyers should have credit satisfactory to qualify for a government loan, purchase must close within 18 months of enactment of plan.
