Grant Medicaid to EVERY disabled child regardless of family income or monetary resources

The eligibility to receive Medicaid for temporary and permanently disabled children is based on the income BEFORE taxes of a family, which includes child support, non-work related income, SSI, work related income, and material things that can be converted into money, like cars, life insurances, savings...Many parents are unable to afford private insurance for their disabled children, because of the ongoing costs involved. They rely on Medicaid, which restricts the parent's income and other monetary resources. This has to stop ! No disabled child should be denied Medicaid based upon a parent's income or monetary resources!
