Grant military dependents in-state tuition to public universities regardless of their state-residency status.

Many children of military members find themselves in a confusing situation when starting college. Most affected are the ones that move frequently or are stationed overseas. Sometimes it is not clear as to what state residency they are bonded to. Military children have no choice in the matter of where their parents are sent and often times families are not sent to the duty station they prefer. Along with many other technicalities, students may be stuck with state residency status that they would otherwise not desire. Since the military moves them all around the world, we believe that they should at least get the benefit of attending university in the state of their choosing for in-state tuition rates.
