Grant PR to H1B holders who've worked in US for 3 years or more, after graduating with Masters degree from US university

On one hand there is a green card lottery system that allows random winners from eligible countries to start a new life & settle down in the USA. Whereas, on the other hand International students with clear direction & vision for their future, enter in USA legally for higher education, successfully graduate with a masters or a doctoral degree, & then get hired permanently on a temporary visa (H1B) which allows them to work in USA for 3 years with a possibility of another 3 years extension. I firmly believe that these individuals also deserve a fair share in American dream & I strongly recommend that US Govt. must grant permanent resident status to all those individuals who graduated with a masters or higher degree & have worked in the US for at least 3 years.
