Grant Puerto Rico two exemptions from the Merchant Marine Act of 1920

Grant the Commonwealth of Puerto Rico with two exemptions from the Merchant Marine Act of 1920 by eliminating the requirement that all ships must be constructed in the United States and that only American ships can enter Puerto Rican ports. The Merchant Marine Act of 1920 is substantial barrier to the economic development of Puerto Rico and the possibility to increase its international trade. The imposition of this Act costs approximately $537 millions per year and does not allow the Puerto Rican economy the possibility to introduce its national economy to the world market.
