As was written by the Founders of the United States of America in the Declaration of Independence:

"...Governments are instituted among Men, deriving their just powers from the consent of the governed, that whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or abolish it, and institute new Government..."

The Constitution of the United States of America was ratified by the several states, which consented to form a common central government. Therefore, the power of the U.S. federal government derives from the several states. Thus, the power to dissolve these ties resides with the States and their People. It is under this power that Minnesota requests peaceful secession to exercise its sovereign right to form a new government.
