Because it is not a state, Puerto Ricans cannot vote for president, they have no say in congress, with only a representative there to voice opinions and not vote. Furthermore, its lack of statehood means that it cannot file for chapter 9 bankruptcy to save itself from its 72 billion dollars of debt.
