Grant states wishing to secede from The Union permission to do so once the following conditions are met:

1) Detail how the State will compensate or otherwise remunerate the Federal government the cost of its interstate highway systems and telecommunications infrastructure.

2) Detail what plans will be undertaken to secure the State's borders:
A) from foreign, hostile agents or nations seeking foothold and ingress into the remaining United States of America;
B) from the foreign nationals that State's residents will become seeking repatriation into the United States of America, in accordance with existing immigration and naturalization laws.

Put simply, if you want to divest yourself of your obligation and responsibility, you also divest yourself of your privileges and protections, and shall derive no material benefit from existing infrastructure.
