The preamble to the U.S. Constitution states in part: "We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity..." In order to, fulfill that mandate, increase voter turnout, improve the standard of candidates, and nurture democracy, citizens must be allowed to vote for none of the above on all national ballots.
