Granting base privileges to those medically separated for service-connected disabilities and their dependents not only gives thanks for sacrifice in service but generates additional funds for Family and Morale, Welfare & Recreation(MWR) programs that benefit those serving and their families. Revenues from commissaries, exchanges and other services on bases fund these quality of life enhancing programs. The only cost is the one time issue of ID cards however with some 10,000 service members being medically discharged for service connected injuries each year they and their dependents represent as much as $1 billion or more in annual funding for Family and MWR Programs.
