The pupose of the great referendum is to allow, the people of the states to chose their own fates Via a law allowing the people of the states to vote for or against unresolved political issues. Such as "firearms control", "abortion", "gay marriage", "immagration reform" Creating 10 year periods where the results of the states referendums will become the defacto law of the land, and are to be uneffected by any federal administration's policies to the contrary And then broken in to a second seperate federal referendum Where the people of all the states will vote in a federal referendum to resolve national issues such as, "ongoing wars", "wallstreet reform", "ending corporate lobbyism". This will also be voted for or against every 10 years a new vote will be held
