Commission a federally funded think-tank comprised of trained and experienced Horticulturalists, Urban Planners, Community developers, Organic Gardeners, etc. to create an effective programming for implementing a large scale Urban neighborhood garden agenda.

This would include creating a network of low-cost urban backyard gardens, easy access organic vegetable and produce areas in public spaces.

This would also include the creation of Urban Garden information centers in these key cities, which could be utilized for informing the public.

This would also include the creation of a website for each of the participating cities/areas that would host a small "Facebook" styled profile for all backyard and neighborhood garden participants allowing them to list produce for trade/sale. Localize.
